Checking the khatauni tells you who is recorded as the owner of a plot. It does not tell you everything that has been signed and registered against it: an earlier sale, a mortgage, a lease. For that, you search the registration records kept by the UP Stamp and Registration Department. This guide explains the three tools available and how to use them.

1. Search registered deeds online (e-Search)

On igrsup.gov.in, the citizen services section lists “सम्पत्ति/रजिस्ट्री खोज (e-Search)”. To use it:

  1. Under “सम्पत्ति पंजीकरण”, click “सम्पत्ति खोजें”. This opens a user login.
  2. If you are new, register (“नवीन उपयोगकर्ता ? यहां रजिस्टर करें”) with a name, user ID, password and a mobile number verified by OTP.
  3. Log in with your user ID, password, captcha and OTP.
  4. Choose the district, then search either by property address (a partial address or just the village or mohalla name is enough, with the tehsil) or by registration number and year (with the registration office).
  5. The result is the register index entry, which can be saved or printed. The department’s guidance also describes an option to view the scanned deed.

Coverage is not complete for older years. A department presentation from 2024 said records from 2018 are in the public domain, and that search for 2002–2017 was partially available, with the rest to be put online. For older transactions (and for certainty), use the encumbrance certificate below.

2. Non-encumbrance certificate (भारमुक्त प्रमाणपत्र / बारह साला)

Under the UP Registration Manual, anyone who wants to know whether a property is encumbered can apply for a search of the registers. The registering officer searches the preceding 12 years and issues a certificate listing the registered transactions and encumbrances affecting the property.

  • Apply online: on igrsup.gov.in, under “भारमुक्त प्रमाणपत्र /बारह साला”, click “आवेदन करें” (after logging in).
  • Fee: ₹10 per year searched, up to a maximum of ₹100, paid online.
  • Timeline: the department’s citizen charter says a digitally signed certificate is uploaded within at most seven working days.
  • Download: under “प्रमाण पत्र प्राप्ति/सत्यापन करें”, using the application number and date.

Because the search covers the registers of registered documents, it will not show transactions that were never registered, which is one more reason not to rely on unregistered agreements (see why GPA and agreement-to-sell deals are risky).

3. Certified copy of a registered deed

To read the seller’s own title deed (or any earlier deed in the chain) apply under “विलेखों की प्रमाणित प्रतिलिपि” → “आवेदन करें” on igrsup.gov.in. Under the department’s fee table, a certified copy costs ₹10 plus ₹1 per page (rounded up to the next multiple of ₹10). The citizen charter gives the third working day for ordinary applications. Under Section 57(5) of the Registration Act, certified copies are signed and sealed by the registering officer and are admissible to prove the contents of the original.

4. Cross-check on UP Bhulekh

The revenue records have their own checks. Under “भूलेख सेवाएं” on upbhulekh.gov.in:

  • “भूखण्ड/गाटे के विक्रय की स्थिति जानें”: sale status of a plot, searched by district, tehsil, village and khasra/gata number;
  • “भूखण्ड/गाटे के वाद ग्रस्त होने की स्थिति जानें”: whether the plot is under litigation.

A sensible order of checks

  1. Khatauni on UP Bhulekh: who is recorded, co-sharers, mortgage and case entries.
  2. Bhulekh sale and litigation status for the khasra.
  3. igrsup “निषेधित संपत्तियाँ” for the tehsil.
  4. Non-encumbrance certificate for 12 years.
  5. Certified copies of the seller’s title deed and any deed that looks unusual.
