“YEIDA Master Plan 2041” is often used to mean everything YEIDA plans along the expressway. Officially it is narrower. YEIDA’s own reports describe two plans: Master Plan 2041 for Phase 1, the 226 villages of Gautam Buddh Nagar and Bulandshahr, and a separate Phase 2 plan for 923 villages in Aligarh, Mathura, Hathras and Agra, built around four urban centres. This guide explains both, from the plan reports on YEIDA’s website and dated news.

Master Plan 2041: Phase 1
The official report, titled “YEIDA Phase-I Draft Master Plan 2041” and dated August 2024, covers YEIDA’s notified area in Gautam Buddh Nagar and Bulandshahr. It follows Master Plan 2031, which the state approved on 8 October 2013 and amended for the international airport on 20 April 2018.

For comparison, Master Plan 2031 planned an urbanisable area of 24,739.01 hectares for 35 lakh people.
- 13 September 2023: YEIDA’s board approved the draft Master Plan 2041.
- 4 September 2024: the state’s Chief Town and Country Planner was reported to have approved it, with cabinet approval pending and the NCR Planning Board’s in-principle consent to follow.
- October 2024: a report said the state had given final approval, with Phase 1 enlarged to 226 villages, including 55 added villages in Bulandshahr.
- June 2025: land purchase under Master Plan 2041 was reported to have begun in Sectors 5, 8, 9 and 24A, with 81 khasras listed for objections at ₹3,808 per sq m plus a 7% plot.
The official figures do not all agree. Phase 1’s area appears as 759, 767.79 and 769 sq km in different sources, and the report itself gives 76,779 hectares in its text and 76,936.37 in a table; its 2041 population appears as both 37.09 and 35.51 lakh. One report dates the board approval to a meeting on 24 August 2023 rather than 13 September. We could not find the government order that finally approved the plan.
Phase 2: Aligarh, Mathura, Hathras and Agra
YEIDA’s Phase 2 report, “Draft Master Plan of YEIDA Phase II-2031” (December 2024), covers about 2,593 sq km and 923 revenue villages; Mathura and Hathras account for most of the area. It plans four urban centres:

On 24 March 2025 YEIDA announced that the state had approved its “Master Plan 2031 Phase-2”, a plan first proposed in 2012-13. The report on YEIDA’s website is still titled “Draft”, and we found no government order showing whether the full plan or the concept was approved. Outside the urban centres, the Phase 2 report applies two rural zones, village abadi and agriculture; abadi may expand within 200 metres of an existing abadi, and existing establishments may continue, with any expansion governed by the zoning regulations.

The Phase 2 village list
Table 6-1 of the Phase 2 report lists all 923 notified villages by district, tehsil and name. The Master Plan 2041 report gives the district split as Aligarh 92, Mathura 415, Hathras 358 and Agra 58.
Counts differ by document. Our district research found about 105 to 108 Aligarh villages in YEIDA’s notification schedules, against 92 in the Phase 2 report, and YEIDA’s reports give the total notified villages as both 1,149 and 1,187. New in 2026, outside the plan reports
- 17 August 2026: YEIDA’s board reserved 300 acres in Sector 6 for a Taiwan City and planned a medical hub on 500 acres of institutional land in Sectors 13 and 14.
- 28 September 2026: work was reported under way on an industrial node of about 8,000 hectares in the area south of Noida International Airport, with a consultant being selected to prepare its master plan. No villages were named.
Neither report described these as changes to the master plan itself.
How to check a village or khasra
- Notified villages: YEIDA’s Land page has notified-village PDFs for each district (Agra, Aligarh, Bulandshahr, Gautam Buddh Nagar, Hathras and Mathura).
- Plan reports: YEIDA’s master plan page links the Master Plan 2041 and Phase 2 reports; the Phase 2 report has the full village list.
- Map: the same page links a GIS portal. We could not confirm whether it shows land use for an individual khasra.
- In writing: for a purchase decision, ask YEIDA’s planning department for the land use of the specific khasra, and the tehsil whether it is notified for acquisition.
Inclusion matters because of Section 9(1) of the UP Industrial Area Development Act, 1976: no one may “erect or occupy any building in the industrial development area in contravention of any building regulation”. In practice, construction in a notified village needs YEIDA’s approval; see farmland and farmhouse rules.

Only in line with YEIDA’s regulations. Section 9(1) of the 1976 Act bars erecting or occupying a building in breach of them, and in Phase 2 land outside the urban centres is zoned as village abadi or agriculture.
